PHA Strategies, Inc., formerly MTW Strategies, is a consulting firm that supports public housing authorities (PHAs) with practical strategies and solutions, specializing in the Moving To Work (MTW) Demonstration Program. Shara Jones is the Principal and sole consultant of PHA Strategies. Being intimately involved in various MTW processes, Shara formed PHA Strategies in 2020 to facilitate the transition of potential PHAs into the MTW program and to also act as ongoing operational support.

With over 15 years of experience at two different MTW agencies (the largest MTW agency and the first MTW agency in the state of Florida), as a MTW Conference organizer and presenter, and as a senior consultant who helped HUD to close out the CARES Act, Shara is in a unique position to be of service to PHAs. Shara has experience with MTW policies, procedures, strategies, financials, and budgeting and will put her knowledge to use for the betterment of your community.
